印度海上合作新倡议的内涵、影响与对策

Emerging Maritime Cooperation Initiatives from India:Its Essence and Implication

印度近几年来先后推出"香料之路计划"、"季风计划"、"棉花之路"等一系列海上合作新倡议。三者政府色彩明显,具有一定的战略影响,但推动主体、自我定位、地理范围等均有较大区别。一些分析将上述倡议视为对华反制措施,但依据并不充分,应加以辨析。中方应客观冷静地对印方上述海上合作新倡议进行跟踪研究;宜主动与印方对接,谋求互利;双方可相互学习,相互借鉴,合作共赢。

India has launched a series of maritime cooperation initiatives covering Project Spice Route,Project Mausam and Cotton Route.As government launched initiatives,they will bring about a strategic implication.However,they differ in terms of executor,orientation and geographical coverage,etc.Such initiatives are being interpreted by some analysis as a counterbalance to the 21 st Century Maritime Silk Route initiative.However,this interpretation is somewhat far-fetched;more balanced analysis is thus needed.The Chinese side are advised to make objective and in-depth research over such initiatives and try to seek a win-win cooperation with India.The two neighbors should learn from each other in order to realize the full potential of such initiatives.
