企业生产效率改进视角的湖南开发区政策效果评估——基于反事实匹配估计量方法的实证研究

Policy Effect Evaluation of Hunan Development Zone from the Perspective of Improving Production Efficiency of Enterprises:An Empirical Study Based on the Method of Anti Fact Matching Estimator

开发区作为影响产业发展的重要政策措施之一,其实际效果备受关注.基于湖南省企业层面数据和反事实分析框架,运用能够克服样本选择偏差的匹配估计量方法估计了开发区对企业全要素生产率（TFP）的影响.结果表明,开发区政策对企业全要素生产率的影响在时间上存在显著差异,在对开发区进行清理整顿之后,开发区政策显著地促进了企业全要素生产率提高3.95%-5.91%.研究表明,开发区作为一种特殊的政策区域,通过设计科学合理有效的制度,引导要素资源在区域间有效配置和集聚,开发区的政策效果就能得到进一步提升.

Development zone as one of the important policy measures affecting the development of industry,its practical effect is concerned. Based on the enterprise level data of Hunan Province and the framework of counterfactuals analysis,the influence of the development zone on total factor productivity( TFP) of the enterprise is estimated by using the matching estimator which can overcome the sample selection bias. The results showed that the effect of policy of development zone of total factor productivity in time exist significant differences. After cleaning up and rectifying the development zone,development zone policy significantly promote the enterprise total factor productivity 3. 95% ~ 5. 91%. The results tells us that development zone is a kind of special policy area. Through the design of the scientific,reasonable and effective system to guide resource elements in the area effective distribution and agglomeration,development zone policy effect will be able to get further improved.
