The emphasis of comprehensively promoting university management by law lies in the innovation of university internal execution mechanism. Therefore,for the university management by law,we must know that the precondition is to establish an internal perfect law and rule enforcement system,the basis is to confirm the authority position of the internal executive subject,the key is to improve the academic ecological environment of the internal implementing mechanism,the demand is to enforce the performance assessment of the internal execution management staff,and the guarantee is to develop the executive decision-making mechanism of the university committee.
