摘要
从大气环境影响评价的实际需要出发,结合《环境影响评价技术导则大气环境》(HJ 2.2—2008)实际使用过程中的体会,从大气环评的任务、污染源调查分类、环境质量现状监测和评价、环境影响预测模型精度等方面提出了建议。建议大气导则的工作任务除影响预测外,尚需对污染防治措施、污染物排放总量、规划评价中的大气预测评价、大气环境可行性分析等作出相应要求和规定;同时提出了污染源类别划分的初步方法、现状监测结果和附近常规监测点常年监测结果应进行联合分析的理由;为提高模型预测精度,提出了完善不同类型项目NO2/NOx比例取值、地面粗糙度取值、气体前体物转化为PM2.5的转化率等的说明。
This paper started with the actual needs of atmospheric environmental impact assessment, combined with the Guidelines for Environmental Impact Assessment Atmospheric Environment ( HJ 2. 2-2008) in the process of using the actual application, and put forward suggestions in terms of the tasks of atmospheric environmental impact assessment, pollution source investigation and classification, monitoring and evaluation for the present status of environmental quality, the precision of environmental impact prediction model , etc. This paper suggested that the working tasks for atmospheric guidelines should not only include impact prediction, but also make corresponding requirements and regulations for the pollution prevention measures, total amount of atmospheric pollutants, atmospheric predicting evaluation of planning EIA , and atmospheric environmental feasibility analysis. At the same time it put forward the preliminary method of pollution source classification, monitoring results of the present status, and reasons for joint analysis on perennial monitoring results from routine monitoring stations nearby. In order to improve the model prediction precision, it put forward descriptions to perfect the NO2/ NOx ; ratio, surface roughness, and conversion rate of converting gaseous precursor into PM2.5 in different types of projects.
