摘要
通过分析《环境影响评价技术导则总纲》(HJ 2.1—2011)存在的问题,以改善环境质量为核心,提出了"依法优化、科学强化和突出核心"的修订思路,明确了优化建设项目环境影响评价的目标和主要内容,提出了导则执行相关的对策与建议,推动将建设项目环境影响评价工作的重点聚焦在环境影响预测和环境保护措施的有效性上。
This paper analyzed the existing problems in the Technical Guideline for Environmental Impact Assessment General Programme （HJ 2. 1 -2011 ） , in order to improve environmental quality as the core purpose, put forward the “optimize according to the law, scientifically strengthen, and focus on the core” as the revision concept, cleared about the goal and main content in optimizing the environmental impact assessment of construction projects, pointed out the guideline to perform the corresponding countermeasures and suggestions, and finally suggested that the environmental impact assessment of construction projects focused on the effectiveness of the environmental impact prediction and environmental protection measures.
