专业上的自主和资源上的依附:关于社会组织与政府关系的再思考——基于湖南省三家社会组织的实证调查

Professional Autonomy and Resource Dependency: Rethinking the Relationship between Social Organizations and Government——Based on An Empirical Study of Three Social Organizations in Hunan Province

"依附式自主"是关于社会组织和政府关系特征的代表性观点,但是从差异性视角对此进行推进性补充,也是很必要的。基于案例分析认为,社会组织在政策和资金方面对政府具有高度的"依附性"特征,而在以人才为载体的专业技术方面具有一定的"自主性"。这一发现的重要意义有助于进一步厘清政府、市场和社会三方在公共服务供给领域的关系和角色,也有助于对"政社分开"做进一步思考。

＂Dependent autonomy＂is a representative viewpoint on characteristics of the relationship between social organizations and government,which seems to be particularly significant if it is promoted and supplemented from a diversity perspective. Based on case analysis,this article believes that social organizations depend on government highly on policies and funds,while having comparatively autonomy on the professional field that is talent-based. The significance of this discovery is to contribute to clarifying relationship and roles among government,market and society on the supply of public service,and promote thinking on ＂the separation between government and society＂.
