In the construction project, installation project program management is the very important link. In the preliminary stage of project management law implementation, the project management is not mature enough, so it needs constant optimizing. Only by improving the management level of project program management, can the enterprises get constant innovating and development, at the same time, it is also the important performance for construction enterprises operation and construction. In this paper, it takes the management work of one project construction of petroleum enterprises as the example and takes detail analysis of the influencing factors, such as quality, schedual and cost, finally, it realizes the application of specific methods and measures by combining with the practice.
