英国早期教育政策与实践的现状及其对我国的启示 被引量:28

The Status Quo of the Policies and Practice of Early Education in UK and Its Enlightenment to China

摘要 英国0-5岁保教一体化的早期教育服务体系对推进我国早期教育政策与实践具有重要的参考价值。英国已经在法律、管理、机构、师资、经费等各个方面完成了保教一体化的制度设计,在《早期教育阶段法定框架》(EYFS)的指导下,以独立式幼儿园和托儿所为主体的多种类型的早期教育机构为0-5岁的英国儿童提供早期教育服务,国家教育标准局(Ofsted)所实施的早期教育督导对于推进英国早期教育事业发展和早期教育机构保教质量的改进发挥着至关重要的作用。我国的早期教育政策与实践可以从制度设计、经费投入、师资队伍建设以及督导评估等方面借鉴英国的有效经验。 The integrated service system of the early education of 0-5 years old children in UK has an important reference value for promoting the policy and practice of China's education.The system design has completed in laws,institutions,teachers,funds and management by the government in UK.By the guidance of Statutory Framework for the Early Years Foundation Stage(EYFS),many types of institutions provide services for children aged 0-5.The independent kindergartens and nurseries are the main structures.Supervision and evaluation by Ofsted play a pivotal role in promoting improved development of early education and improving teaching quality of early education institutions.We can learn the effective experience from UK in the aspects of the system design,the funding,the construction of teachers and the supervision and evaluation.
