Quality Guarantee Mechanism for Government Information Publicity in China

政府信息公开质量是影响政府信息开发利用水平的重要因素。文章通过对我国政府信息公开中存在的及时性、全面性、准确性、便捷性、安全性问题的剖析,探讨了政府信息公开质量的影响因素,从法律制度的优化、监管制度的健全、评估制度的建立、救济制度的完善四个方面构建了政府信息公开质量保障机制。

The quality of government information publicity has an important impact on the development and utilization of the government information. This paper analyzes the problems in government information publicity, such as timeliness, comprehensiveness, accuracy, convenience and safety, and discusses the factors influencing government information publicity. It suggests that w e should construct the quality guarantee mechanism for government information publicity from the following four aspects： optimizing the legal system, strengthening the supervision system, building the evaluation system and perfecting the relief system.
