河南省县域产业集聚区技术创新体系研究

The Technology Innovation System of the County Industrial Cluster in Henan Province

通过对河南省内各县(区)产业集聚区的调研发现,技术创新对于产业集聚区的转型升级与可持续发展越来越迫切.提高产业集聚区的投入产出率,带动县域经济发展和实施国家农业现代化、工业信息化和新型城镇化发展战略,只有依靠技术创新.而县(区)产业集聚区技术创新体系正处于形成发展的一个"幼苗期",技术创新力量极其薄弱,土地等固定资产投入产出比不高,金融支持尚不能满足技术创新的需要,人才队伍普遍较小,未能达到引领区域经济发展的目标,亟待政府部门在改善科研条件、加大人才和关键环节服务支持力度,发挥金融引领作用,推动科技成果转化等方面有所作为.

Through the investigation on the county industrial cluster area of Henan Province,we find that thetechnology innovation for the transformation and sustainable development of the industrial cluster area has becomemore and more urgent. In order to improve the input-output ratio of the industrial cluster area and to promote thedevelopment of county economy,with the three strategies of the national agricultural modernization and industrialinformation and new urbanization are embarked,we have to rely on the technological innovation. The technologicalinnovation system of the county industrial cluster is in a seedling stage. There are a number of factors such aslacking of technological innovation strength,land and other fixed assets input-output ratio is not high enough,thefinancial support cannot meet the need of technical innovation,talent team is generally small which cause thefailure in leading the regional economic development goals. The research conditions and the key management ofservice support,talent and financial support,science and technology achievements transformation and so on areneed to be improved in government departments.
