新形势下,我国计划生育政策作出重大调整,"全面两孩"政策的提出是基于我国国情,符合人口生态发展规律的重要举措,对于促进人口均衡发展有重要的现实意义。然而,由于受生育意愿、生育能力和生育成本等因素的影响,"全面两孩"政策的有效实施面临诸多困境,因而需要形成国家、社会和家庭的合力,尤其是政府要尽快出台相应地配套政策和措施,转变政府职能,推进二孩家庭生育成本的社会化。

The birth control policy has been adjusted greatly under the new situation. The comprehensive two children policy is put forward based on our national conditions. It meets the population ecological law of development and is quite practical for promoting the balanced development of the population. However, the comprehensive two children policy is facing many problems on account of the willingness, ability and costs of giving birth to a child. As a result, the country, the society and the family should cooperate with each other. The government should introduce some related policies and solutions as soon as possible to transfer the government functions and to push the socialization of the costs of giving birth to a child in the two children family.
