An Analysis of Brexit's Influence on EU's Role as An Actor

英国脱欧公投开启脱离欧盟的步伐,脱欧路径尚未确定,前景扑朔迷离。虽然目前看来英国脱欧最明显的影响体现在经济金融层面,但从长远来看,英国脱欧对欧盟行为体角色的影响不容忽视。行为体角色是指欧盟在国际社会中能够与其他行为体进行积极或谨慎行动的能力,主要包含机会、能力和存在三个内涵指标。文章从行为体角色这一概念入手,从以上三个维度对英国脱欧为欧洲一体化及欧盟外交政策带来的影响进行学理层面的分析,解释了英国脱欧对欧盟行为体角色的构建及其有效发挥带来的深远影响。

Brexit starts the process of Britain′s leaving of EU although paths of Brexit have not been determined,which are complicated and complex.The obvious influences of Brexit have been manifested in the economic and financial spheres so far.Brexit,however,exerts significant influence on EU′s role as an actor in the long run.Role as an actor is related to capacity to behave actively and deliberately in relation to other actors in the international society,including opportunity,capability and presence.This paper starts with the concept of role as an actor,and analyzes the influence of Brexit on European integration and EU foreign policy.Moreover,this paper interprets and explains the influence of Brexit on construction and effective display of EU′s role as an actor.
