The Political Governance of the Kingdom of Morocco:Agenda Setting and Roadmap Selection

政治治理是摩洛哥国家治理的重要内容,也是其维护君主政体、政权稳定与经济社会发展的重要保障。摩洛哥政治治理的议题设置在宏观层面具有强合法性、渐进式、温和式与离岸式特点;在微观层面具有合理性、及时性与连续性特征。在路径选择上,摩洛哥政治治理具有针对性、灵活性与保守性三个鲜明特征。通过政治治理,摩洛哥较好地处理了改革、发展与稳定的关系,在过去数十年时间里总体上维持了国内政局稳定与经济平稳发展,避免了阿尔及利亚、利比亚、突尼斯和埃及等其他北非国家爆发的周期性政治动荡。

Political governance is not only the important content of Kingdom of Morocco′s national governance,but also the important guarantee of protecting the Monarchy,keeping political stability and boosting economic development.This article attempts to explore the national governance of Morocco from a theoretical perspective,including its agenda-setting and roadmap selection.In terms of agenda-setting,at its macro level,political governance of Morocco has four features:legitimacy,incremental governance,moderation,offshore governance;at its micro level,it has three features:rationality,timeliness and continuity.In terms of the roadmap,there are three remarkable characteristics:pertinence,flexibility and conservatism.The successive Kings of Morocco handle the relations among reform,development and stability smoothly through appropriate political governance and bring about internal political stability and smooth economic development in Morocco in the past several decades and avoid the political upheaval happened in Algeria,Libya,Tunisia,Egypt and other countries in North Africa.
