培育发展中小城市 走绿色低碳发展之路

Cultivate the development of small and medium cities,taking the green low-carbon development method

2015年,中国城镇化率达到56.1%,比世界城镇化平均水平高约1.2个百分点。中小城市约占中国城市总量的80%,中小城市的发展攸关中国新型城镇化战略与"四个全面"布局。该文基于相关城市建设发展年鉴和发展报告数据分析,研究界定中小城市规模,并依据新的城市分类标准首次对全国县级以上城市进行分类,确定各类城市数量和名单;以统计数据为基础,选取一定的城市发展指标全面梳理中小城市发展现状和现实困境,系统从规划、经济、技术和政策多个维度探索中小城市绿色低碳发展的做法,并提出十大策略以指导中小城市的绿色低碳发展。

In 2015, China＇s urbanization rate reached 56.1%, 1.2 percentage points higher than the world ur- banization average. Small and medium-sized cities account for about 80% of China＇s total urban development. The development of small and medium-sized cities is crucial to China＇s new urbanization strategy and ＂four comprehen- sive＂ layouts. Based on the analysis of relevant urban construction developmental yearbook and development report data, this paper studies the definition of small and medium-sized cities, and classifies the cities above the county level according to the new urban classification criteria for the first time. Based on the statistical data, the paper chooses some urban development indicators to sort out the development status quo and realistic dilemma of small and medium-sized cities comprehensively. The system explores the green and low-carbon development of small and medium-sized cities from planning, economic, technology and policy dimensions, and puts forward ten strategies to guide the green of small and medium-sized cities low carbon development.
