摘要
本文考察了大学战略实施过程中的结构灵活性、财政灵活性和运行灵活性对特色办学战略与组织绩效关系的影响。战略实施的灵活性指的是在战略实施过程中考虑新的因素和备选方案,使大学可以适应环境的变化。高校在制定和执行特色办学战略时,要在政策形成、政策执行、资源配置、激励和制度建设等维度予以落实,并且要提高组织运行、财政和结构上的灵活性,以真正有利于提高战略绩效。
In the process of strategy implementation, the current study investigates the mediating effects of three kinds of flexibility on the strategic planning and performance relationship, namely flexibilities in structure, finance, management and operation. Flexibility is defined as the extent of which new and alternative decisions are generated and considered in strategic planning, allowing for positive organizational changes and adaptation to environmental changes. When universities make strategic planning which includes policy implementation, resource allocation, incentive and institutional construction, three kinds of flexibility should be considered to enhance operational, financial and structural flexibilities in order to improve performance.
