摘要
文章以贵阳市饮用水水源地保护区为例,从生态补偿模式、生态补偿制度、生态补偿标准等对饮用水水源地生态补偿机制进行了研究,提出应因地制宜建立政府补偿与市场补偿多层次的生态补偿机制,加快流域生态补偿立法进程,科学制定生态补偿标准,以及完善水源地生态补偿实施效果监督评估体系等,以不断完善生态补偿机制,有效推进生态保护和环境治理。
Taking the conservation area for drinking water source in Guiyang as an example, this article discusses the ecology compensation mechanism from such perspectives of compensation mode, system and standard, and then makes the suggestion including the establishment of a multilevel compensation system including governmental compensation and marketable compensation, accelerating the legislation on river-basin-oriented compensation, scientific compensation standard and improvement of monitoring and evaluation system.
