摘要
2014年我国多地首次出现公务员"讨薪"事件。这类事件严重损害了国家机关和公务员的形象,反过来也证明当前我国公务员工资制度以及争议解决机制存在无法回避的矛盾,需要通过深化改革才能解决深层次的问题。文章运用政治学、劳动关系学以及行政法学的相关知识,对公务员"讨薪"事件进行定性,分析了我国公务员劳动争议的预防与解决机制。文章针对事件的治理进行了初步思考,提出了加强公务员工资改革中的协商力度、推进立法和执法进程、发挥工会的积极作用、遏制群体性事件的增长势头等建议。
2014 has witnessed several civil servants' protests for pay in our country. These evens seriously damage the national authorities and the image of civil servants. On the contrary, it proved that there are many unavoidable contra- dictions in the civil servants' wage system and dispute resolution mechanisms. So, we should deepen the reform in order to solve the deep-seated problems. This paper uses the knowledge of political science, labor relations and administrative law to determine the characteristics of civil servants' protests for pay, compare the labor dispute prevention and settlement mechanisms between Chinese and foreign civil servants, and think over the governance of civil servants' protest for pay: strengthen negotiation efforts in the reform of the civil servants' wages , promote the process of legislation and law en- forcement, give full play to trade unions' role, and curb the growth momentum of group events.
