为了研究互联网时代个人、集体或社会团体等超越法律和道德的约束,滥用权利的行为,对互联网环境下公民权利失衡现象进行了分析.从3个方面探讨了造成这种现象的原因.最后,对如何治理互联网公民权利失衡给出基本原则和解决路径,即道德约束之路,法治底线之路,群众路线之路,以及齐抓共管之路.

In order to study the behaviors of individuals,collectivities and social groups＆#39;abuse of power beyond the constraints of morality and law,this paper analyzes the imbalance of civil rights in the internet age,and discusses the causes from 3 aspects.Finally,it puts forward basic principles and solutions to correct the imbalance of civil rights in internet age such as moral re-straint,law base,mass route and joint management.
