摘要
公共传播,是一种介于人际传播与大众传播之间的传播类型,它在1930年代的战时苏区社会得到普遍运用。公共传播的主体多为中央政府及其各部门、军队、基层政权组织,对象主要是苏区的工农商学兵等工农群众,载体主要是布告、公告、告示等,既不同于大众媒介等专业化传播组织,又不同于纸质文件。中央苏区财政金融政策的公共传播,时效性强,契合了大众传播技术粗放、战时的苏区社会环境,从中亦可以窥知斯时苏维埃政府财政金融管理的制度化与规范化的进程。
As a kind of communication between interpersonal communication and mass communication type, public communication was universally used in the wartime of 1930s in the Central Soviet area. The main body of public communication was the central government and its departments, army, and power at the grass - roots level ; and its objects were mainly the masses of workers and peasants. Its carriers were mainly bulletins, announcements, notices, etc -both different from professional dissemination organization such as mass media, and different from pa- per files. The public communication of fiscal and monetary policy in the Central Soviet area were timeliness and suited to the rudimentary technology of mass communication and the environment of wartime in the Soviet society. This study will help us understand the historical process of institutionalization and standardization of the Soviet govern- ment fiscal and financial management.
