从城市规划视角探讨输油输气管线安全

Discussion on the Safety of Oil and Gas Pipeline from the Perspective of Urban Planning

文章从规划角度对以往输油输气爆炸事件进行了剖析,提出了输油输气管线安全与城市规划的相关性,从国家法律法规层面对输油输气管线规划和设计的基本要求进行了梳理,并以《青岛新河生态化工科技产业基地总体规划》为例,提出了化工区输油、输气管线合理布置方案。

The paper analyzes the oil and gas explosion from the planning point of view, put forward the correlation of oil and gas pipeline safety and city planning, carried out with the basic requirements of planning and design of gas pipeline transportation of oil from the national level of laws and regulations, and use the 〈Qingdao XinHe Eco-technology Industrial Base Mast Plan〉 as a case and put forward chemical transportation of oil and gas pipeline layouts.
