医疗废物处置收费政策的现状与发展趋势

Present Situation and Development Trend of Charging Policy of Medical Waste Disposal

历经十多年的发展,医疗废物处置收费政策不断深化完善,为我国医疗废物处置行业产业化发展提供了有力保障。对收费政策定价方式、收费标准、承担方式等现状进行归纳分析后发现,现行收费政策仍存在核算依据不科学、调整方式不明确、承担方式不合理等问题,难以适应新形势下经济社会发展对医疗废物环境管理不断提升的要求。针对当前收费政策存在的问题,在对医疗废物处置行业发展趋势充分预期的基础上,从建立价格核算调整机制、出台针对性经济政策、实行部门联动管理等方面提出了进一步完善医疗废物处置收费政策的建议。

In the past over ten years, medical waste disposal charging policy has been constantly improved, and provided a strong guarantee for the industrialization of China＇s medical waste disposal industry. After summarizing and analyzing pricing method, charging standard and responsible party of the current policy, some problems were revealed, like unscientific calculation method, undefined adjustment mechanism and irrational payment responsibility, which made the policy inadaptable to increasing demands of the environmental management of medical waste in the new era. Based on comprehensive prediction of development trend of medical waste disposal industry, several targeted suggestions on improving the policy were proposed, including building reasonable price adjustment mechanism, drafting targeted economic policy for remote areas, and implementing joint management of departments, etc.
