生态文明建设与区域经济协调发展的绩效评价研究--以河北省为例

Study on the Coordinated Development Measurement of Regional Ecological Civilization Construction and Economic Development: A Case Study of Hebei Province

在厘清区域生态文明建设内涵和经济发展的本质特征的基础上,分别构建生态文明建设、区域经济发展水平综合评价指标体系与生态文明建设与区域经济协调发展的测度模型,并以河北省为例,基于2005～2013年河北省发展统计数据,探讨生态文明建设与区域经济协调发展的绩效问题。依据结果指出,随着生态文明建设的推进,经济发展质量将进一步改善,反过来将对生态文明提出更高要求,生态文明与经济发展之间的关系将进入互适互补的良好循环。

On the basis of clarifying regional ecological civilization connotation and the essential characteristics of economic development, it builds the comprehensive evaluation index system of ecological civilization construction, the comprehensive evaluation index system of regional economic development and the coordinated development measure model of regional ecological civilization and ecological civilization construction. Taking Hebei Province as an example, based on the statistical data in Hebei Province from 2005 to 2013, it discusses the ecological civilization construction and the coordinated development of regional economic performance problems. According to the evaluation results, the article points out with the improvement of income level and the acceleration of technological progress, humans＇ awareness and demand of ecological civilization are increasingly strong. Economic development ideas by quantity growth target have turned to quality and efficiency of economic development. With the gradual establishment of ecological civilization, economic development will further improve the quality, which in turn will put forward higher requirements to ecological Civilization. Relationship between ecological Civilization and economic development will enter a good cycle of appropriate complementary each other.
