非政府组织视角下的社区营造:困境与对策

Community Building Under the Perspective of NGO:Difficulties and Countermeasure

根据当前存量规划语境和时空稳态下城市社区存在问题与需要,提出非政府组织介入社区发展的现实性。总结我国非政府组织参与社区发展面临的现实问题:受认知程度不高、自身能力不足、缺乏多元化的社区发展动力体系,并从多元动力体系构建、NGO自身能力提升和促进NGO与多部门合作等三方面提出思考对策。

Based on the current problems and needs of urban-community under inventory planning context and steady space-time state,we propose the necessity that NGO get involved into community development.Then we summarize the origin and development of domestic and foreign NGO,and their participation in the historical process and current situation of community planning and governance.And we also summarize the reality problems of community development involved with NGO：low impact,lack of ability,and lack of diversity power system in community.Finally we propose the countermeasure from power system construction,ability enhancement and cooperation promotion.
