新干县农田水利设施产权制度改革的思考

Reflect on the reform of property rights system in Xingan county farmland water conservancy facilities

2011至2015年新干县农田水利设施建设发展迅速,但长期以来由于管护主体不清,管护责任不明,管护经费不足,导致管理滞后,工程效益衰减严重,成为制约该县农业农村发展的瓶颈.本文针对新干县农田水利设施管理存在的主要问题,提出了相应的做法及处理措施,可为类似工程管理提供参考.

The farmland water conservancy facilities in Xingan county had enjoyed a rapid development from 2011 to 2015,however for a long time the management body and responsibility was not clear and the funding was also in short, resuhing in management stagnation and beneficial attenuation, which turned out to be the bottleneck that restricts the development of the county＇ s agriculture and rural areas. Specific to the problems exist in managing the farmland water conservancy facilities in Xingan county, this paper brings forward the corresponding measures, which can provide reference for similar projects.
