摘要
运用2009-2014年中国内地31个省域的专利质押数据和创新要素5个相关指标数据,通过空间探索性数据分析和地理加权回归等方法,研究了创新要素区位分布对专利质押数量的影响。研究结果表明:创新要素存在全局的正向空间相关性,且在局部相关性方面存在差异性;研究与试验发展经费支出(CAP)和政府服务性资金投入(SEV)对质押专利数量(PAT)具有显著正向影响,四项支出(TEC)对质押专利数量具有显著负向影响,而R&D人员全时当量(TAL)和新产品开发经费支出(RES)对质押专利数量的影响不显著。该结论为检验以中国知识产权质押融资为代表的知识产权全面运用政策效果提供了经验依据。
We studied the impact of regional distribution of innovation elements on use of intellectual property through research methods of ESDA and GWR based on analysis of patent pledge data at Chinese provinces Level and statistical data of five relevant innovation elements indicators from 2009 to 2014.The results showed that:there were global positive spatial autocorrelation for innovation elements,and there were differences in terms of local relevance;research and experimental development expenditures(CAP)and government service funding(SEV)had significant positive impact on the number of patent pledge(PAT),and significant negative correlation on four kind of expenditures(TEC),while not significant for R D staff full-time equivalents(TAL)and new product development expenditure(RES).Those conclusions provide empirical bases for the comprehensive use of IPRs in China.
