福利依赖视角下的农村经济新常态发展研究

New Normal Development of Rural Economy Under the Perspective of Welfare Dependency

近年来我国在农村社会福利的投入上力度不断加大,但从农村的社会福利实施情况来看,出现了福利依赖等不正常的现象。造成我国农村出现福利依赖现象的原因是多方面的,在主观上主要是部分居民产生了一种不劳而获的思想;在客观上则是在很多农村地区,在确定社会福利标准时忽视了不同农民所处的经济环境差异,由此使得不同需求的农民所获得的福利标准基本相同。反福利依赖的社会工作介入必须做好两点:心理辅导与培训制度的介入工作,社会福利制度制定的介入工作。

China in recent years continues to increase the investment in rural social welfare efforts. However, in the implementation of the rural social welfare, there are problems such as welfare dependency and other unusual phenomena. The causes of welfare dependency phenomena are many, mainly it is rooted in the subjective unearned thought of some people. On objective reasons, in many rural areas, the standard of social welfare neglected the differences of environment and economic level among different areas, which makes farmers with different needs obtain substantially same welfare. Therefore, we have to do the following： counseling and training systems, the social welfare system work intervention.
