我国内外经济均衡的界定与失衡程度判断

Recognition of China's Internal and External Economic Balance and the Judgment of Imbalance Degree

传统对内外经济均衡定义多与宏观经济政策四大目标相对应,但这一评判标准容易引起对我国经济失衡性质与程度的认识混乱。文章通过分析我国经济失衡形成机制,将内部均衡定义为国内投资、消费与储蓄的需求结构性平衡,将外部均衡定义为经常项目与资本项目的收支平衡。在此基础上,运用"钱纳里标准"和国际比较,得出我国目前存在严重内外失衡的结论,并从转变经济发展方式、加快供给侧结构性改革、缩小收入差距、调整国内需求结构、完善宏观经济政策等方面提出促进经济均衡发展的政策建议。

It is biased to directly define the internal and external economic balance as four macroeconomic targets （economic growth, full employment, price stability and the balance of international payments）, and also easy to lead disorder of China＇s economic imbalances properties and the severity. Through the understanding to China＇s economic imbalances mechanism, the article defines the internal imbalance as investment, consumption and saving three macro economic variables structural imbalances, then defines the external imbalance as current account and capital project ＂double surplus＂. And based on this, the article makes investigation on China＇s internal and external imbalances degree through the ＂Ciannelli standard＂ and international comparison, in order to have a deeper understanding to China＇s economic imbalance. Reference from aspects of economic mode upgrade, supply side reform, narrow the income gap, adjust internal demand structure and perfect the macro economic policies are put forward.
