跨界旅游景区是一种较为特殊的旅游资源,涉及利益主体多元化,容易造成各方利益纷争。所以,在当前区域经济一体化背景下,剖析行政区交界地带旅游经济的基本特征及形成机理,合理开发利用跨界旅游资源,实现区域旅游的统筹协调发展,对实现旅游业可持续发展意义重大。文章在对跨界旅游景区利益相关者职能地位、角色扮演进行分析的基础上,探讨当前跨界旅游景区开发中存在的问题,并认为跨界旅游景区的矛盾症结在于利益争夺,而其背后根源则是多元主体下的责权利不平衡。因此,跨界景旅游区发展需要各方共同构建科学高效的协作模式,做好利益协调。

Cross-border tourism region is a kind of special tourism resources, which involves the diversification of interests, and it is easy to cause the interests of all parties. So under the background of regional economic integration, analyzing the administrative district at the junction of the basic characteristics of tourism economic zone, rational development and utilization of tourism resources in the cross-border region, realizing the coordinated development of regional tourism, have the significance of sustainable tourism development. This article based on cross-border tourism stakeholders＇ function and position, discusses the problems existing in the development of cross-border tourism scenic area, and considers that cross-border tourism scenic spot of contradiction is the crux of the competing interests, and behind the root is the imbalance of multi- subjects of responsibility, rights and interests. Therefore, the development of cross-border scenic areas need to work together to build a scientific and efficient collaboration model, do a good job of interest coordination.
