基于定量分析的化工园区转型与提升发展研究——以常州滨江化工园区为例 被引量:2

摘要 化工园区是工业园区的一种特殊类型,主要通过化工产业空间集聚,以利于产业协作、生产安全控制和"三废"的集中治理,但发展中也存在产业集群度不高、土地使用粗放、对生态环境破坏严重、各类化工污染事件频发等问题。在发展转型的背景下,如何切实推进化工园区的转型升级,提升经济、社会和生态环境的综合效益就成为需要思考的重要问题。本文以常州滨江化工园区为例,在用地适宜性评价、工业用地环境影响分析和工业用地综合效益评价等定量分析的基础上,制定了生态修复与建设、用地布局调整和防污体系构建等措施,以提升化工园区综合效益,引导化工园区发展与转型。 Chemical industry park is a special type of industrial parks that is conductive to the industrial cooperation,production safety control and the industrial wastes management via spatial agglomeration of chemical industry.But the development faces many problems,such as low concentration degree of industrial clusters,extensive land use,serious damage to the ecological environment,frequent incidents of all kinds of chemical pollution.In the context of the transformation development of our country,how to effectively promote the transformation and upgrading of the chemical industrial park and enhance the general benefits of economic,social and ecological environment has become an important issue.Taking Yangtze Riverside Chemical Industry Park for example,based on the quantitative analysis of land use suitability evaluation,environmental impact analysis of industrial land use and comprehensive benefit evaluation of industrial land use,various measures are formed including on the ecological restoration and construction,land adjustment and antifouling system construction,in order to enhance the overall efficiency of chemical industry park and guide the development and transformation of chemical industry park.
