江苏省县级公立医院效率评价

Study on the effi ciency evaluation of county-level public hospitals in Jiangsu Province

目的 :评价江苏省县级公立医院效率,为推进医改提供政策建议。方法 :通过文献分析与专家咨询等方法筛选医院效率评价的投入、产出指标,运用数据包络分析(DEA)与秩和比(RSR)方法对江苏省42家县级公立医院效率进行评价。结果 :2015年42家县级公立医院总体效率均数为(0.939±0.087),23家(54.76%)医院总体有效,16家(39.10%)医院为边缘有效,3家(7.14%)医院非明显有效;42家医院RSR评价被分为"差"或"中"档20家(47.62%),"良"或"优"档22家(52.38%)。结论 :江苏省县级公立医院总体效率不高,综合医院与中医医院间效率存在差别,需合理利用卫生资源、完善医院内部运行机制等以提高医院效率。

Objective ：To evaluate the efficiency of county-level public hospitals in Jiangsu Province and provide policy recommendations to promote health care reform. Methods ：Hospital efficiency evaluation of input and output indicators were screened through literature analysis and expert consultation. Data envelopment analysis（DEA） and rank-sum ratio（RSR） were used to evaluate efficiency of 42 county-level public hospitals in Jiangsu Province. Results ：The average total efficiency was（0.939±0.087）. Twenty-three（54.76%） hospitals were effective,16 hospitals（39.10%） were at the edge of effective and three hospitals were（7.14%） not obviously effective. Twenty among 42 hospitals（47.62%） were divided into＂poor＂or＂in＂stall and the other 22 hospitals（52.38%） were＂good＂or＂excellent＂stall by RSR. Conclusion ：Overall efficiency of county-level public hospitals in Jiangsu Province was not good. There was a difference of efficiency between the general hospital and the Chinese medicine hospital. It is necessary to make reasonable use of health resources and improve the hospital internal operation mechanism to enhance the efficiency of the hospitals.
