摘要
《国防交通法》将"军民融合发展"提高到发展战略的高度,明确了新时期国防交通"平时服务、急时应急、战时应战"的职责和义务。石家庄铁道大学国防交通研究所二十多年来践行这一发展道路,不但利用铁路抢修技术和器材支援国家重点工程建设,成功研发了多种拼装式架桥机、国际一流的新型架桥机,用于急、难、险、重工程的大型门吊;而且将参与经济建设的成功经验和创新技术用于国防交通建设,研发了港口应急装卸桥、某兵器过桥装备、拆装式桁梁整孔运架技术与设备和新型简易六四梁架桥机、铁路抢修钢梁运架系统等。实践证明,坚持军民融合发展,能够使交通应急保障和经济建设相互促进,创造显著的经济效益和社会效益,应坚持发扬光大。
《The National Defense Transportation Law》 upgrades "developing in the way of the civil military integration" into the height of the developing strategy, making it clear that the responsibilities and duties of the new-term traffic for national defense are serving both the national economic construction and national defense in the peacetime,doing the job of rush-repairing when emergencies happen, and participating in combats in the wartime. The Traffic Research Institution for National Defense of the Shijiazhuang Tiedao University has been advancing on this developing road for more than 20 years,not only supporting the con- struction of national important projects with its railway-rush-repairing techniques, equipments and materials,but also success- fully developing various types of assembly-type bridge-erectors, the international first-rate new-type bridge erector, the large- type gantry crane for urgent, difficult,dangerous and important projects; besides, it also applies its successful experience and cre- ative techniques obtained and developed in the course of economic construction to the construction of the traffic for national de- fense, successfully developing many advanced mechanical equipment such as the emergency loading and unloading bridge for har- bors, the bridge-crossing equipment for a certain military weapon, the technique of and equipment for transporting and erecting a whole span of the assembly-type truss girder,the new-type simplified 64-type-girderbridge erector, the steel girder transporting and erecting system for rush-repairing railways,etc. Practice shows that persisting in developing in the way of the civil military integration enables the traffic emergency support and economic construction to promote each other, with remarkable economic and social benefits achieved. Therefore, such practice should be further carried forward and popularized.
