推动“一带一路”新兴学术劳动力市场建设促进BBD效应最大化 被引量：3

摘要 "一带一路"倡议得到沿线各国热烈响应。我国高等教育应抓住机遇,以人才流动为抓手促进"民心相通"目标的达成,核心之一是积极推动以中国为中心的"一带一路"新兴学术劳动力市场建设;要实现人才流失国际模式的转变,从人才流失到人才获得再到人才循环,中国应充分厘清人才流失理论所涉及的"恶"和"善"的不同方面,切实推动沿线国家和地区"有利的人才流失"(BBD)效应最大化。
