在重新定义不平衡报价与价格畸形的基础上,引入新的变更原则限制投标人利用工程量清单错误及疏漏谋求超额利润、规避竞争;归纳现有对于价格畸形的判定基准和范围,依托可视化识别实现对于投标报价中畸形价格的快速、准确识别与处理,以经济人假设和信息不对称为前提,建立新的激励机制实现囚徒困境以鼓励投标人之间的良性竞争而不是劣胜优汰;以业主视角规避低价中标、高价结算所带来的经济损失,促进建筑市场的健康发展。

On the basis of redefinition of unbalanced bidding and distorted pricing, the new variation principle is introduced to limit the tenderers＇ excessive speculation. Using visual detection tools to prevent distorted pricing quickly and accurately, on the premise of economic man and information asymmetry, a new motivation system is built to encourage fair competition between tenderers by realizing prisoner＇s dilemma. All of these methods could help the construction owner to avoid the increase of cost which caused by distorted pricing.
