基于信息共享的工程建设安全监管激励机制研究

Study on Incentive Mechanism for Construction Safety Supervision Based on Information Sharing

为缓解建筑业各大责任主体之间信息不对称现象,基于政府安全监管部门与建筑业企业之间的委托代理关系和各建筑业企业之间的博弈关系,对影响政府激励行为与建筑业企业信息共享行为的因素进行分析,建立建筑业企业安全生产信息共享激励机制模型;构建政企之间及企企之间信息共享博弈收益矩阵,提出了信息共享激励机制的最优策略。结果表明借助信息共享平台可以确定影响奖罚标准的安全生产信息,有助于建立企业安全生产诚信奖励失信惩戒机制。

According to the characteristics of the information asymmetry between the government safety supervision departments and the construction enterprises, based on the principal agent relationship between the government security supervision department and the construction enterprises, and the game relationship among the construction enterprises, this paper puts forward optimal strategy of information sharing incentive mechanism that establishes information sharing incentive mechanism model of safety production in construction industry, analyzes the factors that affect the behavior of government incentives and enterprises＇ information sharing. Then, this paper builds the game payoff matrix of information sharing between the govemment safety supervision departments and the construction enterprises, and between the enterprises, which is expected to be able to solve a large number of information island problems, the results show that the information share platform can be used to determine the effects of reward and punishment standards of production safety information, help to build enterprise safety production reward for honesty dishonesty disciplinary mechanism, and improve the safety credit system.
