绿色发展社会主体培育——基于浙江省环境诉讼案件的分析

To Cultivate the Social Subjects of Green Development :Based on Analysis of Environmental Proceeding Cases from Zhejiang Province

推动绿色发展,需要企业、社会组织及社会公众等社会发展主体的积极参与。从环境诉讼案件反映的情况看,相关主体的法律意识和环境意识还很薄弱,仍存在以下问题:无视法律规定及权威,谋利投机心理严重;缺乏环境意识,维权能力有限;环境权利意识和监督意识不强,等等。因此,政府应从绿色发展理念宣传教育、环境法律宣传和环境执法、社会环保组织培养等方面着手,加强对绿色发展社会主体的培育。

Enterprise,social organization,public should be involved in order to promote environmental development.According to environmental proceeding situation,the legal consciousness and environmental consciousness of relevant subjects are still weak,with the ignorance of legislation and authority,intense speculative psychology,lack of environmental awareness,limited rights protection capabilities and fragile consciousness of environmental protection and supervision.To strengthen the cultivation of green developed social subjects,government should pay more attention on the publicity and education of green development,conduct propaganda and enforcement of environmental laws and the construction of social environmental protection organization.
