Limit,Construction Logic and Suggestions of Rural Grass-Roots Deliberative Democracy

农村基层协商民主是农村善治和稳定发展的必然要求。通过分析农村基层协商民主的工具性价值和内在性价值,指出了其存在的限度:主体间性不突出、交往理性有限及回应性偏差。基于对限度的回应,剖析了"外向型"农村基层协商民主模式的构成要素及运作逻辑,从科学方法运用、组织化能力建设、协商成果转化等方面提出加快农村基层协商民主建设的对策。

Rural grass-roots deliberative democracy is the inevitable demand of good countryside governance and stable development.The paper,through analyzing instrumental value and intrinsic value of rural grass-roots deliberative democracy ,points out the limit of inter-subjectivity,communicative rationality and responsiveness of rural grass-roots deliberative democracy in China.Based on responding to the limit,the paper analyzes constituents and operational logic of external type rural grass-roots deliberative,then points out countermeasures and suggestions of accelerating rural grass-roots deliberative democracy construction from levels of scientific method application,systematization capacity building and consultation achievement transformation.
