基层政府组织在社会治理创新中的公共性问题界定——以无锡水秀社区居民楼“漏水”治理为例

On Definition of Public Issues of Grassroots Government Organizations in Social Governance Innovation:Take the Governance of Residential Building “Leaking” in Shuixiu Community of Wuxi City for Example

在推进国家治理体系和治理能力现代化过程中,不同层级的政府组织都发挥着"治理主体"的作用。在社会治理创新中,基层政府组织既能够传达上级部门的"上情",又了解基层群众的"民意",其"承上启下"的"社会治理"功能直接关系着"政府为民服务"形象的塑造。本文以无锡水秀社区居民楼"漏水"治理为例,探讨基层政府组织在社会治理创新中如何"筛选"和界定"公共性"问题并提出相应的建议,以期有助于基层政府组织在社会治理创新中避免权力"越位""错位""缺位",更好地把握人民群众的"民意需求",履行"为人民服务"的职责,提高公共服务水平。

In the process of promoting the modernization of national governance systems and governance capacity,government organizations at different levels, including the central people＇s government,the provincial people＇s government,the municipal people＇s government and county level people＇s government,the township people＇s government,etc.,are all playing the role of ＂governing body＂.In the innovation of social governance,grassroots government organizations can both convey the superior department of the ＂situation＂ and understand grassroots public opinion.This article,taking the governance of residential building ＂leaking＂ in Shuixiu community of Wuxi city for example,discusses the basic level govemment organizations how to ＂select＂ and define ＂public＂ issues in social governance innovation,and puts forward the corresponding suggestions, in order to improve the level of public service.
