国境口岸卫生检疫行业引入OHSAS的可行性分析

Analysis on the feasibility of establishing of OHSAS for health quarantine

通过比较质量管理体系和职业健康安全管理体系(occupational health and safety assessment series,OHSAS)文件,发现两个管理体系在体系文件结构、指导思想和管理思想、管理模式、管理手段和方法以及使用的名词术语方面具备一致性,为国境口岸卫生检疫行业在质量管理体系基础上建立OHSAS提供了基础条件,在国境口岸卫生检疫行业建立基于质量管理体系的OHSAS是可行的。同时,探讨了两个管理体系在操作层面上的注意事项,从建立体系应该持有的态度、经验借鉴以及坚持原理和方法 3个方面给出了建议,强调通过顶层的科学设计,深入的科学研究和实际调研,在国境口岸卫生检疫行业建立质量管理体系基础的OHSAS,使口岸卫生检疫工作在现代安全管理体系规范下进行运行,从而保障口岸卫生检疫从业人员的职业健康,保障口岸卫生检疫事业的持续、稳定、健康发展。

This article analyzed the similarities between ＂quality management system＂ and ＂occupational health and safety management system＂（OHSAS） and found that the two systems shared the same vocabulary of terms of the system file structure,guiding ideology and management idea,management mode,management means and methods,etc.It would be feasible as it provided the basic conditions for establishing of OHSAS for health quarantine at the frontier ports. On the other hand,the two management systems were different in some aspects,especially in the operational level. This article gave advices based on the proper attitude,the previous experience and the basic principles and emphasized the importance of establishing of OHSAS for health quarantine at the frontier ports via the scientific top-level design,the in-depth scientific research and the practical research in order to ensure inspection and quarantine at the frontier ports under the modern safety assessment series,to protect the personnel＇s occupational health and to guarantee the sustainable,stable and healthy development of health quarantine at the frontier ports.
