摘要 路侧停车是在城市停车设施不足的情况下的一种辅助手段。针对城市静态交通尤其是路侧停车所存在的设计和管理问题,以及基于路权理论,路侧停车对交通流所存在的各种影响,提出了有针对性的设计与管理策略。停车区域的选择是重点,应该充分发挥各种道路的剩余交通能力;停车管理是难点,应设计合理的时空管理策略,提高泊位周转率,设计合理的收费标准,如阶梯收费,咪表收费,以经济手段引导车主的停车行为;最后根据不同的道路情况泊位应该进行不同的设计,以充分利用道路面积,提高进出车位效率。 Roadside parking is an auxiliary means in case of inadequate city parking facilities. This paper puts the niche targeting design and management strategy based on the analysis by the problem of design and administration in the city static traffic, especially the roadside parking, and influence of roadside parking on traffic flow based on the theory of right of way. The choice of parking area is the key point, we should give full play to the remaining traffic capacity of all kinds of roads; parking management is difficult points, we should design reasonable space and time management strategy and improve the rate of turnover berth, establish reasonable fees and channel off the parking behavior of car owner by economic means, such as ladder charges, meter charges. Finally, the berth should be designed for different according to different road conditions, and then make full use of the road area, improve the import and export efficiency of parking spaces.
