摘要
2007年,保加利亚加入欧盟。为了提高生产率,赶上欧盟各成员国,保加利亚政府进行了基层学校自治改革。实施委托学校预算制度、优化学校布局、扩大学校的自主权、扩大社区和家长参与学校事务的权力成为保加利亚基层学校自治改革的重要内容。改革提高了教育资源的使用效率,提升了教育管理效率,增强了学校教育的适应性,推进了学校管理的民主化进程。探究其改革的背景、内容、成效及其出现的问题,具有一定的理论价值和现实参考意义。
In 2007,Bulgaria joined the European Union.In order to improve productivity growth and catch up with EU members,the Bulgarian government has carried on school autonomy reforms which focus on implementing the Delegated School Budget System(DSBS),optimizing the school distribution,expanding the autonomy of the school and strengthening the rights of the community and parents to participate in school affairs.The reform improved the efficiency of the educational resources and management,enhanced the adaptability of the school education,and promoted the democratization process of the school.It has a certain theoretical and practical reference value to explore the background,contents,effects and problems of the reform.
