网络社会治理中的政府角色困境及其超越——基于多元治理的理论视角

The Dilemma of Role of Government and Transcendence in Network Society Governance——Based on the Perspective of Theory of Pluralistic Governance

随着社会生活网络化进程的加快,作为一把双刃剑,互联网使受众得益于其所带来的便利的同时,也迫使人们思考如何应对随之而来的社会问题,网络社会治理困境亦不例外。互联网技术一方面推动着国家的政治、经济、社会、文化、生态等层面的发展与变迁;另一方面,也为政府网络社会治理带来了严峻的压力和挑战。政府在网络社会的压力与挑战下,应实现"管控型"角色向"互动型"角色转变,采取多元主体共治模式的可行性路径。

With accelerating social-life network, for conveniences it brings, and also compelled Internet, as a double-edged sword, has benefitted people people to cope with subsequent problems, especially the dilemma in social governance. For Chinese society in transformation, Internet has promoted developments and changes in multiple aspects： politics, economy, society, culture and ecologic, etc, on the other hand, it poses the challenge to the government＇s social governance. Based on the point of the governance in network society, this article analyzes how the government realizes management role transformation： traditional into interactive under this pressure and challenge on the perspective of the theory of pluralistic governance, thus, puts forward the feasible way in multi-agent shared governance pattern.
