国际环境治理发展趋势及我国应对策略被引量：3

The Development Trend of International Environmental Governance and China's Countermeasures

摘要随着综合国力大幅增强,国际地位显著提高,中国已经成为全球治理不可或缺的重要力量。研究国际环境治理的特点和发展趋势对我国积极有效参与国际环境治理进程无疑具有重要的现实意义。为此,本文梳理总结了国际环境治理的历史演进过程,对国际环境治理未来发展趋势作出判断,认为以科学研究推动政治决策将会成为推动国际环境治理进程的有效手段;国际环境治理参与主体的多元化趋势已难以阻挡,非政府组织作用正在日益增强;国际环境治理体系中发达国家与发展中国家环境责任趋同,共同责任日趋强化。基于此,提出我国应加强国际合作,维护中国发展利益;培养高水平专家队伍,建设环境智库,参与国际环境治理;培育非政府组织力量,在国际多边舞台发挥作用。
