摘要
比利时佛兰德斯地区在《保护非物质文化遗产公约》的指导下,制定了本地非物质文化遗产保护政策,为当地非遗工作的开展提供了良好的政策环境和有益指导。该政策强调社群或团体在非遗传承中的主体地位,以及非遗的综合性与动态特征。在布鲁日圣血大游行中,当地社区形成联盟,担任了该项目传承的主要角色:主持者(圣血荣誉兄弟会)、协调者(当地非遗组织)、参与者(居民)。其中,作为沟通枢纽的当地非遗组织发挥了重要作用,它通过设计教育包,深入社区的互动项目,举办论坛吸收国际经验等方式,加深了当地居民对非遗概念的了解,促进了圣血大游行在当地社区的推广,为大游行的传承补充了新的生力军。坚持非遗核心质素的"不变"与适应当代环境的适度的"变",使圣血大游行成为一场源自民间,由民间主导的盛大表演。
Guided by the Convention for the Safeguarding of the Intangible Cultural Heritage, Flanders of Belgium has made its local policy on safeguarding the intangible cultural heritage, which fostered a beneficial environment for and guidance to the local endeavour for safeguarding the intangible cultural heritage. This policy emphasizes the main position of the community or association in above work and the comprehensiveness and dynamics of in- tangible cultural heritage. In the Procession of the Holy Blood in Bruges, the federation of the local communities fulfilled the major role in the inheritance of the event: the convenor (noble brotherhood), the coordinator (local associations) and the participant (residents). Among them, the local associations of intangible cultural heritage, as the hub of communications, have exercised important functions: by designing educational packages, involvement in interactive community events and holding forums to learn from international experience, they have deepened the understanding of local residents about concepts of intangible cultural heritage, promoted the Procession of the Holy Blood in local communities and refreshed the inheritance of the Procession of the Holy Blood. Upholding the "constant" of the core of intangible cultural heritage and adapting moderately to the "changes" demanded by the contemporary environment have made the Procession of the Holy Blood a public-rooted and -led pageantry.
