在全球经济复苏弱于预期的背景下,2015年美国政府再次发布《美国创新战略》,该创新战略强调维护美国创新生态系统,聚焦建设服务型政府,加大教育等基础要素投入。美国创新战略希望通过制度体制和产业结构改革以及技术创新、创新成果产业化路径提高美国经济增长质量。借鉴美国经验,中国应充分利用新工业革命和数字经济提供的机遇,改善人力资本、建设创新型政府、构建创新生态体系,并在重点领域和关键环节上实现重点突破,助力供给侧结构性改革。

Strategy for American innovation wishes to increase the quality of economic growth in America through institutional system and industrial structure reform, technological innovation and innovation achievements＇ industrialization. Based on America＇ s experience, China should make full use of the opportunities provided by new industrial revolution and digital economy to opti- mize human capital, build innovative government, construct innovation ecosystem, and achieve important breakthroughs in key areas and key points. In this way, it will help with supply-side structural reform.
