国外政党严格管党治党的启示

Drawing Lessons from Foreign Political Party's Practice in Strengthen Party Discipline

冷战结束特别是新世纪以来,许多国家的政党在从严治党方面遇到了困难与挑战,管党治党滞后于形势发展要求的问题在部分党内相当突出。针对新环境、新困难和新挑战,部分政党采取了诸多举措来严格管党治党,并呈现下述基本特点:以治理党内普遍的管理松弛为重点;以建章立制、健全完善规章为抓手;以加强党员干部理想信念教育为着力点,增强其对党的忠诚与奉献度;以强化党的纪律约束,严治党内各种乱象和丑闻为突破口,提升党的行动能力。国外政党的相关经验教训及举措,对于中国共产党在新形势下如何更好地全面从严治党,增强党的战斗力,进而全面推动依法治国进程,无疑具有警示与启迪意义。

After the Cold War and especially in the 21st century, political parties in different countries had to face serious problems and challenges in running the Party with strict discipline. They had to face with the challenge that the Party management had largely fell behind the social development. Under new circumstances and difficulties, different political parties adopted various measures to supervise its own conduct and enforce strict discipline within the party. Those measures shared some basic characteristics in Party management, such as the focus on resolving the slack management and the introduction of new regulations with constant modifications. To cultivate officials＇ loyalty and commitment to the Party, the education on Party members＇ ideals became another key focus in many countries. The governance capacity of Party had been improved through the implementation of the Party＇s strict discipline and the punishment for any violations. The Communist Party of China should draw lessons from foreign political parties＇ experience to help the Party exercise strict discipline, enhance its competitiveness and build a law-based socialist country in the new circumstances.
