对“混合所有制经济”“交叉持股”概念科学性的唯物主义再认识——兼与《发展混合所有制经济的新视角》一文的商榷

Re-understanding the Concepts of “Mixed Economy” and “Cross-Shareholding” in a Scientific Materialistic Way

怎样正确界定"混合所有制经济"这一经济学概念既是一个科学性问题也直接影响到中国改革的性质、目的和方向。把"交叉持股"这一企业微观层面的资本组织形式作为混合所有制经济的内涵和主要实现形式,是对后者概念的一种曲解,并直接违背经济学、管理学等一般科学原理。而把政府主导行为作用下私有资本直接混入国企股权资本视为所谓的"混合所有制经济实现形式",不仅违背经济学、管理学一般原理和一般市场经济规律,而且带有鲜明的政治经济属性。本文从唯物主义方法论和社会科学概念规范性角度,运用交叉科学方法,界定混合所有制经济的概念,剖析交叉持股形式的本质特征,论证其作为混合所有制经济主要实现形式在理论上的伪科学性和经济实践中的不合理性,并揭示"非市场性交叉持股"改变中国改革性质、方向和目的的本质。

How to correctly construe'mixed ownership economy'( or'mixed economy') is not just a matter of economic science,it also conveys a direct impact on the nature,purpose and direction of China's reform. Taking the connotation or designation of 'cross-shareholdings',a micro-level capital structure of the enterprise,as a major prototype of the macro-level'mixed economy'distorts the concept of the latter and defies general principles of economics and management sciences. Worse still,channeling private capitals directly into state-owned equity through government mandates as a form of'mixed economy'not only breaches the principles of market economy,but also embeds a distinctive essence of political economy. Our study,within the frame of the materialism methodology and the norm of social science concept construction,defines'mixed economy'and analyzes the essential features of cross-holdings as a firm's capital form. By using a cross-disciplinary approach,it invalidates this'non-market cross-shareholdings'as a major form to develop a mixed ownership economy,given its irrational and pseudo-scientific nature,both theoretically and practically in business operations. Finally,it reveals the true essence of this pseudo-scientific theory which is to change the nature,direction and ultimate goal of China's reform.
