摘要
大学作为中小学教育改革的引领者具有应然的价值和实然的问题。要真正成为中小学教育改革的有效引领者,大学需要从"两个改变"着手,即促进大学自身的适当改变和中小学教育改革方式的适当转变,使大学专业优势真正转变为引领优势,并促使大学与中小学真正成为"发展共同体"和促进大学与中小学建立更为主动、更为亲密、更为持久的合作伙伴关系。大学成为中小学教育改革有效引领者的基本向度主要包括思想引领、教育引领和参与引领。改变中小学教育改革方式主要包括适当下放改革的自主权和推动中小学教育"自下而上"的改革,并与"自上而下"的改革良性互动与协同,构建新型的U·G·S协作机制。
University as a guider of primary and secondary education reform has ought-to-be value and actuality problems. University,which has to be a real guider of primary and secondary education reform,must make two changes. First,University itself makes proper change; second,the reform way of primary and secondary education needs to be changed properly. In this way,University's advantages can become real guiding advantages,and University,primary and secondary schools can become a'Development Community'by building more initiative,more intimate and more enduring cooperative partnership. University's efficient guidance to primary and secondary education reform mainly includes thinking guiding,education guiding and participation guiding,while proper change in the reform way of primary and secondary education includes devolving autonomous right properly and propelling'downtop'primary and secondary education reform,which should interact and collaborate with'top-down'reform benignly to build a new-style U·G·S coordination mechanism.
