养老服务社会化建设地方实践与路径研究——基于沧浪虚拟养老院和城关虚拟养老院的案例比较

社会养老服务是一项应对老龄化的长期任务,虚拟养老院是养老服务社会化建设的经验探索。苏州市姑苏区(沧浪)邻里情虚拟养老院和兰州市城关区虚拟养老院采用企业化运作和政府运作的方式,代表了不同经济发展状况的两种不同的虚拟养老院模式,发挥了各自的作用。两种虚拟养老院在职责定位、资金来源、队伍建设、加盟企业发展、存在问题、运作方式、标准化等方面存在一定的差异。在深入比较的基础上,阐明养老服务社会化建设的对策措施。养老服务社会化不是单纯依靠某一个部门或个人就能解决的问题,应发挥好包括"政府—市场—社会—家庭(包括子女和老年人自身)"在内的各个方面力量的共同作用,形成发展养老服务的合力。

Social pension service is a long-term task to deal with aging. Virtual nursing home is the experience of the construction of pension services.As two different virtual nursing modes-Suzhou(Canglang)neighborhood virtual nursing home and Lanzhou Chengguan District virtual nursing home,they have used different operation modes including enterprise operation and the operation of the government.They are on behalf of the different economic development situation and play their respective roles. There are some differences between the two kinds of virtual nursing homes, such as the position of responsibility, the source of funds,the construction of the team, the development of enterprises, the problems, the mode of operation and the standardization.The text has carried out a deep comparison and clarified the countermeasures and measures of social construction about pension services.Pension service socialization is not only relying solely on a department or individual to solve problems, should play all aspects of the strength of the interaction including 'government, market, society, family, including children and the elderly themselves', forming join forces of development about endowment service.
