中国农村土地整理绩效研究:问题、进展及方向

Research on Rural Land Consolidation Performance in China: Problem, Progress and Orientation

基于实践总结与文献综述,对中国农村土地整理绩效的现实问题、研究进展及未来发展方向进行归纳分析,为构建农村土地整理的绩效研究理论框架提供科学依据。结果表明:(1)绩效问题集中表现为过程监管不严和治理绩效不足。(2)绩效研究的主要不足表现为:研究系统性不强,缺乏系统思维;研究的纵深度不够,重"结果"轻"机理";研究方法的前瞻性和多样性亟待改善。(3)未来研究发展三个方向:注重系统思维,从交易费用视角构建农村土地整理治理绩效的系统分析框架;注重机理分析,开展制度环境、治理结构、主体行为及过程机理的深入研究;注重方法更新,植入交易费用方法、社会层次分析方法以及仿真模拟技术的方法应用。

Based on experiential summary and literature review, the paper generalizes and analyzes the practical problems, research progress and future development so as to provide the scientific basis for constructing a theoretical frame of rural land consolidation performance. The results indicate that： （1） The main problem of rural land consolidation performance in China are the loose of process monitor and the deficiency of governance performance. （2）The shortness of research on rural land consolidation performance in China is summarized into three aspects： the systematic thought is still weakly reflected, the research depth is still need to further up, and more attention are paid to the results research, but less to the mechanism research, the research method needs to be upgraded and diversified. （3） the research orientation in the future are： more attention should be paid to the systematic thought, the systematic analysis framework of rural land consolidation governance performance should be built up; more attention should be paid to the mechanism analysis, the researches on the institution environment, governance structure, stakeholder＇s behaviors and process mechanism should be carried out; more attention should be paid to the method upgrade, transaction cost analysis, social level analysis and simulation technique can be applied into the research.
