伊宁市农户宅基地使用权流转意愿及影响因素分析

The Financing Willingness and Influencing Factors of Farmers' Homestead Circulation in Yining City

本文以农村土地制度创新试点城市—伊宁市为例,基于宅基地使用权流转现状及存在问题,对农户宅基地使用权流转意愿的相关因素进行定量研究及综合分析,结果显示:在农户对宅基地流转处于积极参与的状态下,其行为判断兼具"理性经济人"盲目趋利和"小农经济"谨慎保守的复杂矛盾心理;农户家庭经济状况越优越,越具有一定的风险抵御能力,谋求转产发展的意愿越强烈,宅基地流转的意向越大;对农村地区的政策宣讲和普法宣传并不直接影响农户的判断,而农户宅基地流转意愿对基层村委会的态度很敏感;宅基地确权、交易平台和流转途径等配套服务的建设并未触碰和动摇到关于宅基地"同价入市"的根本法律桎梏,导致宅基地流转价格低于预期理性价值。鉴于此,结合试点的实践基础,提出几点差异化的策略。

In this paper, the rural land system innovation pilot city of Yining City as an example that is based on the presence status of Homestead Circulation Issues and comprehensive quantitative analysis of farmers＇ related factors for transferring willingness, the results show： under the background of farmers＇ willingness to participate in the rural residential land circulation in the state of active participation and transfer, its behavior is determined both ＂rational economic man＂ and the benefits or reduce blind ＂agricultural＂ prudent and conservative complex ambivalence; the more favorable economic situation of rural households, converting willingness to seek development more intense, there is a certain risk resilience, the greater the intention residential land; and farmers in rural areas policy propaganda and publicity and not directly to farmers optional judgment must act, the attitude of the grassroots village farmers are sensitive to the wishes of residential land; homestead right to do construction, trading platform and transfer pathways and other ancillary services not to touch and shake on the homestead laws and ＂with the price of the market,＂ the fundamental shackles, resulting in prices below residential land expected rational value. In view of this, the practice of combining pilot basis, puts forward some differentiation strategy.
